To give perspective: for cancer-related substances, the law defines “no significant risk” as a lifetime exposure level that would cause no more than one additional case of cancer in 100,000 people over 70 years. For chemicals linked to reproductive harm, the limit is set at one one-thousandth (1/1000) of the highest dose that has shown no observable effect in humans or animals. On other words, the thresholds are extremely conservative and intended to inform, not alarm, consumers.
